促進制造業提質降本若干措施

為全面貫徹落實黨的二十大精(jing)神,落實省委、省政(zheng)府(fu)關(guan)于推動制造業(ye)提質擴量增效的工(gong)作部(bu)署,進一步引導(dao)經營主體強(qiang)信心、穩定社會預期,促(享完cu)進制造業(ye)提質降(jiang)本,提出如下措施:

一、大力開拓市場

1.拓展(zhan)(zhan)(zhan)國內(nei)國際(ji)市場空(kong)間。組(zu)織開展(zhan)(zhan)(zhan)新一(yi)代信息技術、汽車(che)及零部件、裝勾缭備制(zhi)造、新材料等(deng)產(chan)業(ye)鏈(lian)(lian)供(gong)應(ying)鏈(lian)(lian)“百場對接”活(huo)動(dong),發(fa)揮產(chan)業(ye)鏈(lian)(lian)龍頭企業(ye)網絡供(gong)應(ying)鏈(lian)(lian)平(ping)臺作用(yong),幫助企業(ye)開拓市場。〔牽頭單(dan)(dan)位:省(sheng)經濟和(he)信息化(hua)廳,配(pei)合單(dan)(dan)位:各市、縣(市、區)政(zheng)府。以下(xia)責任單(dan)(dan)位均包括各市、縣(市、區)政(zheng)府,不再單(dan)(dan)獨列出(chu)〕對企業(ye)參加省(sheng)統一(yi)組(zu)織的線下(xia)境外展(zhan)(zhan)(zhan)、境外經貿對接活(huo)動(dong),給(gei)予(yu)展(zhan)(zhan)(zhan)位費(fei)最(zui)高80%、人(ren)員(yuan)國際(ji)機票(piao)費(fei)最(zui)高70%支持(chi)。對上年(nian)度(du)進出(chu)口6500萬(wan)美元以上重點企業(ye)和(he)省(sheng)級(ji)出(chu)口品牌企業(ye)自行參加境外展(zhan)(zhan)(zhan)會(hui)的給(gei)予(yu)展(zhan)(zhan)(zhan)位費(fei)最(zui)高80%支持(chi),單(dan)(dan)個企業(ye)最(zui)高60萬(wan)元,其(qi)中單(dan)(dan)個展(zhan)(zhan)(zhan)會(hui)最(zui)高5萬(wan)元。(牽頭單(dan)(dan)位:省(sheng)商務(wu)廳)探索深(shen)化(hua)關(guan)稅(shui)(shui)保(bao)證保(bao)險(xian)、銀(yin)行保(bao)函、企業(ye)集(ji)團財(cai)務(wu)公(gong)司擔保垂票(bao)等(deng)多元化(hua)稅(shui)(shui)收擔保(bao)改革。(牽頭單(dan)(dan)位:合肥海關(guan))

2.加大政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)(cai)(cai)購(gou)支持(chi)力度。采(cai)(cai)(cai)購(gou)人要(yao)落實促進中(zhong)(zhong)小(xiao)企(qi)業(ye)發展責(ze)任,提高(gao)政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)(cai)(cai)購(gou)項(xiang)目(mu)預(yu)留中(zhong)(zhong)小(xiao)企(qi)業(ye)份(fen)(fen)額(e)(e)(e),對(dui)(dui)適宜(yi)由中(zhong)(zhong)小(xiao)企(qi)業(ye)提供的超(chao)(chao)過200萬(wan)元(yuan)的貨(huo)物和服(fu)務(wu)采(cai)(cai)(cai)購(gou)項(xiang)目(mu)、超(chao)(chao)過400萬(wan)元(yuan)的工(gong)程(cheng)采(cai)(cai)(cai)購(gou)項(xiang)目(mu),提高(gao)中(zhong)(zhong)小(xiao)企(qi)業(ye)預(yu)留份(fen)(fen)額(e)(e)(e)比例(li)至(zhi)40%以上。對(dui)(dui)符(fu)合(he)規定的小(xiao)微企(qi)業(ye)貨(huo)物和服(fu)務(wu)項(xiang)目(mu)價格扣除(chu)優惠提高(gao)至(zhi)10—20%。提高(gao)政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)(cai)(cai)購(gou)預(yu)付款比例(li),政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)(cai)(cai)購(gou)合(he)同(tong)約(yue)定對(dui)(dui)中(zhong)(zhong)小(xiao)企(q瓮增i)業(ye)預(yu)付款比例(li)原則上不(bu)低于合(he)同(tong)金(jin)額(e)(e)(e)的40%。降低政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)(cai)(cai)購(gou)合(he)同(tong)履(lv)約(yue)保證(zheng)金(jin)比例(li),對(dui)(dui)政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)(cai)(cai)購(gou)貨(huo)物和服(fu)務(wu)項(xiang)目(mu)收取(qu)的履(lv)約(yue)保證(zheng)金(jin),原則上最高(gao)不(bu)超(chao)(chao)過合(he)同(tong)金(jin)額犁屹(e)(e)(e)的2.5%。繼續執(zhi)行取(qu)消政(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)(cai)(cai)購(gou)投標(響應)保證(zheng)金(jin)、采(cai)(cai)(cai)購(gou)文件(jian)工(gong)本費政(zheng)(zheng)(zheng)(zheng)策。(牽(qian)頭單位:省財政(zheng)(zheng)(zheng)(zheng)廳,配合(he)單位:省經濟和信(xin)息化廳)

3.鼓(gu)勵推廣(guang)應(ying)用國(guo)(guo)產(chan)(chan)(chan)產(chan)(chan)(chan)品。對已經取(qu)得研發突破、具備(bei)(bei)生產(chan)(chan)(chan)能力、處在市(shi)場推廣(guang)期的高端裝備(bei)(bei)、新材料、醫(yi)療器械等國(guo)(guo)產(chan)(chan)(chan)產(chan)(chan)(chan)品,鼓(gu)勵通(tong)過保險補償、示范推廣(guang)等手段(duan),給予推廣(guang)應(ying)用。(牽(qian)頭單(dan)位:省經濟和(he)信息化廳,配合單(dan)位:省財政(爵拯zheng)廳、省衛(wei)生健康委)推動龍頭企業建立同準(zhun)(zhun)備(bei)(bei)份(fen)、降準(zhun)(zhun)備(bei)(bei)份(fen)機(ji)制(zhi),形成必要的產(chan)(chan)(chan)業備(bei)(bei)份(fen)系統。(牽(qian)頭單(dan)位:省經濟和(he)信息化廳,配合單(dan)位:省發展改革委)

二、加強要素保障

4.加大融(rong)(rong)(rong)資(zi)(zi)支(zhi)持(chi)力度(du)(du)。推廣中(zhong)(zhong)期(qi)流(liu)動資(zi)(zi)金(jin)(jin)貸款、無(wu)還本續(xu)貸等(deng)貸款產品和服務(wu)模式。鼓勵金(jin)(jin)融(rong)(rong)(rong)機(ji)構對短期(qi)償诫咱付(fu)壓力較(jiao)大但符合支(zhi)持(chi)條件的(de)企業(ye)或項目(mu),在風險可控、自主協商(shang)的(de)基礎上,予以貸款展期(qi)、延期(qi)還本付(fu)息等(deng)支(zhi)持(chi);對經營指(zhi)標有劣變趨勢但基本面仍然可控、及時“輸血”有望恢復的(de)企業(ye),給予增量貸款。(牽頭單位:安徽(hui)銀保(bao)(bao)監(jian)局,配合單位:人(ren)行合肥中(zhong)(zhong)心(xin)支(zhi)行、省(sheng)(sheng)地方(fang)金(jin)(jin)融(rong)(rong)(rong)監(jian)管(guan)局)支(zhi)持(chi)各地繼(ji)續(xu)安排續(xu)貸過橋資(zi)(zi)金(jin)(jin),簡化(hua)辦(ban)理流(liu)程,降低轉貸費率。落實政(zheng)府(fu)(fu)性融(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)構政(zheng)策性融(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)業(ye)務(wu)盡職免責制度(du)(du),進(jin)一步發揮政(zheng)府(fu)(fu)性融(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)構作用(yong)。(牽頭單位:省(sheng)(sheng)地方(fang)金(jin)(jin)融(rong)(rong)(rong)監(jian)管(guan)局,配合單位:省(sheng)(sheng)財政(zheng)廳、省(sheng)(sheng)審計廳、安徽(hui)銀保(bao)(bao)監(jian)局、人(ren)行合肥中(zhong)(zhong)心(xin)支(zhi)行、省(sheng)(sheng)信用(yong)擔(dan)保(bao)(bao)集團)

5.創新(xin)金(jin)(jin)融服(fu)務(wu)(wu)模式。推(tui)進省(sheng)(sheng)綜合(he)(he)(he)金(jin)(jin)融服(fu)務(wu)(wu)平臺與“皖企通”有(you)效集成,完善擔保、保險、基金(jin)(jin)等配(pei)套服(fu)務(wu)(wu)功能,打(da)造政銀企服(fu)務(wu)(wu)主平臺。(牽(qian)(qian)(qian)頭單(dan)(dan)(dan)位(wei):省(sheng)(sheng)地方(fang)金(jin)(jin)融監管(guan)局(ju),配(pei)合(he)(he)(he)單(dan)(dan)(dan)位(wei):省(sheng)(sheng)數據資(zi)源局(ju)、安徽銀保監局(ju)、人行(xing)(xing)合(he)(he)(he)肥中(zhong)心(xin)支行(xing)(xing))推(tui)廣“畝(mu)均英(ying)雄貸(dai)(dai)”等金(jin)(jin)融服(fu)務(wu)(wu)模式,創新(xin)金(jin)(jin)融產品,開辟綠(lv)色通道(dao),擴大(da)總(zong)量供給,對畝(mu)均效益A類企業可(ke)給予純(chun)信(xin)用貸(dai)(dai)款,對“畝(mu)均英(ying)雄白名單(dan)(dan)(dan)”企業可(ke)給予中(zhong)長期貸(dai)(dai)款支持。(牽(qian)(qian)(qian)頭單(dan)(dan)(dan)位(wei):省(sheng)(sheng)經濟和(he)信(xin)息化廳,配(pei)合(he)(he)(he)單(dan)(dan)(dan)位(wei):省(sheng)(sheng)地方(fang)金(jin)(jin)融監管(guan)局(ju)、省(sheng)(sheng)稅(shui)務(wu)(wu)局(ju)、安徽銀保監局(ju)、人行(xing)(xing)合(he)(he)(he)肥中(zhong)心(xin)支行(xing)(xing))鼓(gu)勵金(jin)(jin)融機構(gou)對“納稅(shui)信(xin)用綠(lv)卡”主體放開“稅(shui)融通”額(e)度5倍上限(xian),給予信(xin)貸(dai)(dai)優惠政策。(牽(qian)(qian)(qian)頭單(dan)(dan)(dan)位(wei):省(sheng)(sheng)地方(fang)金(jin)(jin)融監管(guan)局(ju),配(pei)合(he)(he)(he)單(dan)(dan)(dan)位(wei):省(sheng)(sheng)稅(shui)務(wu)(wu)局(ju)、安徽銀保監局(ju)、人行(xing)(xing)合(he)(he)(he)肥中(zhong)心(xin)支行(xing)(xing))推(tui)廣政府采(cai)購合(he)(he)(he)同(tong)線(xian)上融資(zi),引導(dao)有(you)意向開展“政采(cai)貸(dai)(dai)”業務(wu)(wu)的金(jin)(jin)融機構(gou)進一步降低融資(z囱悴i)門檻和(he)融資(zi)成本。(牽(qian)(qian)(qian)頭單(dan)(dan)(dan)位(wei):省(sheng)(sheng)財(cai)政廳,配(pei)合(he)(he)(he)單(dan)(dan)(dan)位(wei):省(sheng)(sheng)地方(fang)金(jin)(jin)融監管(guan)局(ju))

6.加(jia)強產業(ye)基(ji)(ji)金(jin)支持(chi)。充分發(fa)揮省(sheng)級(ji)政(zheng)府性股(gu)權(quan)投(tou)資(zi)(zi)基(ji)(ji)金(jin)作用,推(tui)動(dong)政(zheng)府基(ji)(ji)金(jin)和(he)市場化(hua)(hua)基(ji)(ji)金(ji捂人n)聯動(dong)發(fa)展(zhan),引(yin)導社會資(zi)(zi)本(ben)助力制(zhi)造業(ye)提(ti)質降(jiang)本(ben)。對實際總投(tou)資(zi)(zi)20億(yi)元以上、引(yin)領發(fa)展(zhan)方(fang)向、具(ju)有先(xian)發(fa)優勢、填補省(sheng)內空白的戰略性新興產業(ye)制(zhi)造類項(xiang)目,以及關(guan)鍵技術研發(fa)產業(ye)化(hua)(hua)和(he)產業(ye)公共服務(wu)項(xiang)目,各地(di)可采取“一事一議”方(fang)式給予支持(chi),鼓勵省(sheng)級(ji)政(zheng)府性股(gu)權(quan)投(tou)資(zi)(zi)基(ji)(ji)金(jin)依(yi)規優先(xian)進(jin)行股(gu)權(quan)投(tou)資(zi)(zi)。(牽頭單位:省(sheng)財政(zheng)廳、省(sheng)地(di)方(fang)金(jin)融監管局,配合單位:省(sheng)發(fa)展(zhan)改革(ge)委、省(sheng)經濟和(he)信息化(hua)(hua)廳)

7.優化企業(ye)用(yong)地(di)(di)配置。鼓勵(li)(li)各地(di)(di)根據(ju)工(gong)(gong)業(ye)項(xiang)目(mu)產(chan)業(ye)類型、生產(chan)經營周(zhou)期等(deng)因素,采(cai)用(yong)彈(dan)性年(nian)期出讓、先(xian)租后讓、租讓結合、長期租賃等(deng)方式(shi),靈(ling)活(huo)確(que)定工(gong)(gong)業(ye)用(yong)地(di)(di)供(gong)應方式(shi)和(he)(he)使用(yong)年(nian)限。(牽(qian)(qian)頭(tou)單(dan)位(wei):省(sheng挪摆)(sheng)自然資(zi)(zi)源(yuan)廳(ting))全面(mian)推進開發園區(qu)新增工(gong)(gong)業(ye)用(yong)地(di)(di)“標準地(di)(di)”出讓,鼓勵(li)(li)企業(ye)盤(pan)活(huo)利用(yong)現有用(yong)地(di)(di)。(牽(qian)(qian)頭(tou)單(dan)位(wei):省(sheng)(sheng)發展改(gai)革委、省(sheng)(sheng)自然資(zi)(zi)源(yuan)廳(ting),配合單(dan)位(wei):省(sheng)(sheng)商務廳(ting))在不改(gai)變土(tu)(tu)(tu)地(di)(di)用(yong)途前提(ti)下,對符(fu)合城鄉規劃、環(huan)保等(deng)要求的(de)工(gong)(gong)業(ye)項(xiang)目(mu),通(tong)過擴大生產(chan)性用(yong)房、廠(chang)房加層、廠(chang)區(qu)改(gai)造、內部用(yong)地(di)(di)整理及(ji)地(di)(di)下空間利用(yong)等(deng)途徑,提(ti)高土(tu)(tu)(tu)地(di)(di)利用(yong)率(lv)和(he)(he)增加容積率(lv)的(de),不再增收(shou)土(tu)(tu)(tu)地(di)(di)價款。(牽(qian)(qian)頭(tou)單(dan)位(wei):省(sheng)(sheng)自然資(zi)(zi)源(yuan)廳(ting))

8.強化(hua)能源保(bao)障協調(diao)。推(tui)動(dong)落(luo)實(shi)水(shui)電(dian)(dian)(dian)氣用戶建筑區劃紅線外(wai)接入工(gong)程“零投資”政(zheng)策,鼓勵(li)各地(di)推(tui)進大(da)用戶直供氣,落(luo)實(shi)用氣量價掛鉤政(zheng)策。完(wan)善水(shui)電(dian)(dian)(dian)氣收費清單制。持續深(shen)化(hua)電(dian)(dian)(dian)力市場(chang)改革(ge),擴大(da)工(gong)商業電(dian)(dian)(dian)力交(jiao)易(yi)規模。加強電(dian)(dian)(dian)力產供儲銷體系建設,科學實(shi)施負(fu舅凸)荷管理,合(he)(he)理安排錯避峰用電(dian)(dian)(dian),保(bao)障企(qi)業合(he)(he)理需求(qiu)。(牽(qian)頭單位:省(sheng)發(fa)(fa)展(zhan)改革(ge)委,配(pei)(pei)合(he)(he)單位:省(sheng)能源局(ju))鼓勵(li)銀行(xing)創新開展(zhan)國內信(xin)(xin)用證(zheng)電(dian)(dian)(dian)費結算業務,減少企(qi)業電(dian)(dian)(dian)費現金支出。(牽(qian)頭單位:安徽銀保(bao)監局(ju),配(pei)(pei)合(he)(he)單位:省(sheng)地(di)方金融監管局(ju)、人行(xing)合(he)(he)肥(fei)中心(xin)支行(xing))鼓勵(li)工(gong)業企(qi)業開展(zhan)能源管控信(xin)(xin)息(xi)化(hua)建設,提(ti)高能源管理水(shui)平。(牽(qian)頭單位:省(sheng)經濟和信(xin)(xin)息(xi)化(hua)廳,配(pei)(pei)合(he)(he)單位:省(sheng)發(fa)(fa)展(阵寞zhan)改革(ge)委、省(sheng)能源局(ju))

幽风10.加強(qiang)用(yong)(yong)工(gong)(gong)服(fu)務。鼓勵引(yin)導經營性人(ren)(ren)(ren)力資源服(fu)務機構進高(gao)校(xiao)舉辦省(sheng)(sheng)(sheng)內企(qi)(qi)業(ye)專場招(zhao)聘會(hui),企(qi)(qi)業(ye)招(zhao)用(yong)(yong)符合(he)條件(jian)的高(gao)校(xiao)畢業(ye)生按規(gui)(gui)定享受一次性吸納就(jiu)業(ye)補貼。精準開(kai)展(zhan)崗位(wei)(wei)技能培(pei)訓,按照規(gui)(gui)定給予培(pei)訓補貼。根(gen)據國家統一部署,對不裁員(yuan)、少裁員(yuan)的工(gong)(gong)業(ye)企(qi)(qi)業(ye)實施(shi)穩(wen)崗返還政策,調整優化返還比例,對中小微(wei)企(qi)(qi)業(ye)繼續實施(shi)“免(mian)報直發”。(牽(qian)頭(tou)單(dan)位(wei)(wei):省(sheng)(sheng)(sheng)人(ren)(ren)(ren)力資源社會(hui)保障(zhang)廳,配合(he)單(dan)位(wei)(wei):省(sheng)(sheng)(sheng)教(jiao)育廳、省(sheng)(sheng)(sheng)財政廳)支持企(qi)(qi)業(ye)開(kai)展(zhan)“共享用(yong)(yong)工(gong)(gong)”等措施(shi)解決臨時性補充用(yong)(yong)工(gong)(gong)問題。按照法律法規(gui)(gui)有關規(gui)(gui)定,在勞動爭議糾(jiu)紛處(chu)理(li)中平(ping)等保護用(yong)(yong)人(ren)(ren)(ren)單(dan)位(wei)(wei)和勞動者的合(he)法權(quan)益。(牽(qian)頭(tou)單(dan)位(wei)(wei):省(sheng)(sheng)(sheng)人(ren)(ren)(ren)力資源社會(hui)保障(zhang)廳)
